Project goal

The aim of the project is to develop a regional model for the management of social and labor mobility of young people, acting as a strategic resource for the development of socio-economic systems

 

Project Objectives

Task 1. To consider approaches to the study of the essence and content of the labor market, market models to develop a unified methodology for analyzing the labor market

Task 2. Collection of statistical information for a comparative analysis of the main labor market indicators of Kazakhstan and its regions

Task 3. Assessment of the existing mechanism of labor market regulation in Zhambyl region as a subsidized region to identify methods, tools to promote employment

Task 4. Conducting a survey to establish the causes of youth unemployment, identifying the main factors contributing to the dynamics of youth unemployment

Task 5. Development of an algorithm for analyzing youth unemployment to conduct a comprehensive analysis of youth unemployment in the region by identifying the role and position of labor market participants

Task 6. Study of theoretical and methodological approaches to the understanding of the socio-labor potential of young people to generalize them, clarify the content and structure of the concept «socio-labor potential of young people»

Task 7. Study of the structure of the labor potential of the region and approaches to its assessment for the development of a comprehensive methodology to establish the socio-labor potential of the youth of the region

Task 8. Collection of statistical information by regions of the country in the field of demography, economy, labor market, and education in order to determine the social and labor potential of the population, including youth

Task 9. Conducting a survey to identify factors in the formation of socio-labor potential of young people, determining the place of professional self-determination in this process

Task 10. Study of theoretical and methodological approaches that contribute to the formation of mobility, to create a conceptual model of social and labor mobility of young people; clarification of the content and essence of the concept of «social and labor mobility»

Task 11. Determination of the socio-economic condition of Zhambyl region to establish the conditions of economic impact on the socio-labor mobility of young people

Task 12. Study theoretical models of social stratification and mobility presented at different levels of society, aspects of social stratification and mobility to highlight their main characteristics

Task 13. Conducting a survey to determine the influence of gender differences, social status of parents and their financial situation on the choice of channels of upward and downward social mobility

Task 14. To study domestic and foreign scientific literature related to labor mobility in order to analyze the approaches to the understanding of labor mobility, to develop an approach to the study of labor mobility, more consistent with modern reality

Task 15. Conducting a survey at large enterprises in the region to identify the causes, conditions and opportunities for labor mobility

Task 16. Study of statistical reports to determine the dynamics and intensity of internal and external migration in the regions of the country

Project goal

The goal of the project is to develop a model of socio-labor and economic behavior of different age groups of young people, contributing to the long-term priority development goals of the country.

 

Project Objectives

Task 1. To study the theoretical and methodological foundations of the problem under study in order to systematize and summarize its main concepts

Task 2. Analyze the main methodological approaches to the consideration of the essence of social and labor stereotypes, which will allow to study the stereotypes of labor behavior of youth groups more deeply

Task 3. Develop a program of sociological research to determine the value orientations, social attitudes, and life goals of various age groups of young people (high school students, college and university students, and working youth)

Task 4. Analyze the value orientations, social attitudes and life goals of young people living in rural and urban areas, which allows to establish the differences and similarities in their socio-labor and economic behavior

Task 5. Conduct a survey among young people in Aktau (a highly profitable region with a positive migration balance), Taraz (a subsidized region with a negative migration balance), Nur-Sultan (the capital of the Republic, a major metropolis with a positive internal migration balance) to establish the relationship between value orientations, social attitudes of young people and living standards

Task 6. Data collection in secondary schools in Akmola, Mangistau and Zhambyl regions to determine the specifics and opportunities for career guidance of high school students, establishing the features of career guidance work, with the subsequent development of a model for career guidance for high school students

Task 7. to study the peculiarities of professional and labor adaptation of university students, to analyze the problems of relations between working students, employers and the system of higher education in order to identify the real content of professional and labor values of students, to highlight the stable dominants in the minds of working students

Task 8. To consider the main trends in changes of labor stereotypes in the process of approval of market relations, to identify contradictions in the system of determination of labor behavior of young workers, which allows to reasonably determine the degree of prevalence of specific patterns of labor behavior

Task 9. To study the impact of digital communications on the formation of professional culture, social model of behavior of young people to determine the extent, direction and effectiveness of the impact of digitalization, establishing the specifics of professional and socio-cultural adaptation in the intensive development of digital technology, identifying constructive and destructive effects of digitalization in the assimilation of values, norms and strategies of professional behavior

Task 10. To study approaches to the analysis of economic behavior, followed by determining the level of material security of working youth; to identify the model of economic behavior that is most widespread among young people

Task 11. To analyze approaches to the consideration of personal life strategies; to identify latent factors influencing the formation of life goals and values of young people in order to identify types of life strategies based on socio-professional values and to develop an algorithm for diagnosing the life goals of young people

Task 12. Evaluate the effects of transformations in life goals and value orientations on the type of socio-economic behavior model of the participant of economic activity to highlight the main directions of improving the youth policy of the state, taking into account the socio-labor and economic behavior of young people.

The aim of the project is to study theoretical and methodological approaches, implement econometric modeling and develop recommendations for assessing the effectiveness of state property management in post-crisis conditions.

Project objectives

Task 1. Study of foreign experience in the processes of privatization and nationalization, determination of their features and practice of application to Kazakhstan realities.

Task 2. To assess the quantitative and qualitative indicators of the results of the second wave of privatization in Kazakhstan.

Task 3. To supplement and develop the methodology for assessing the effectiveness of state property management.

Task 4. To conduct a practical approbation of the methodology for assessing the effectiveness of management of public sector facilities.

Task 5. To carry out economic and mathematical modeling and forecasting of factors affecting the effectiveness of state ownership.

Task 6. To develop recommendations for improving the economic policy of the state in relation to the management of state property.

 

 

Relevance of the program. The modern market economy presupposes the formation of such a model of social protection of the population, in which not only the minimum needs of socially vulnerable segments of the population would be met, but also the minimum necessary level of their human development would be provided to interrupt "self-reproducing" poverty. In this context, the State providing public goods within the framework of the social protection system needs to maintain a balance between meeting the needs of the population for social assistance, including targeted social assistance (TSA), and the available resources of the State budget based on the principles of maximizing economic and social efficiency.

A proactive approach to the organization and functioning of the social protection system, widely used in countries with a developed socially-oriented economy, allows us to maintain this balance by identifying the required and promising amounts of TSA, families in real need of support, dependency facts, and appropriate adjustments to the institutional content of the targeted social assistance mechanism in terms of methodology and practice of making changes in the calculation of social benefits, procedures for identifying those in need, definition and implementation of standard algorithms for activating socially vulnerable segments of the population, and, as a result, reducing poverty in the long term.

The purpose of the program is to improve the mechanism of targeted social assistance to socially vulnerable segments of the population in the Republic of Kazakhstan on the basis of a proactive approach.

Program results.

In 2023:

1. The current structure of the TSA mechanism in the social protection system of the modern market economy is determined.

2. The proactive and passive components of the mechanism of functioning of the TSA system in a market economy are identified.

3. The current structure of the TSA mechanism in the social protection system of Kazakhstan with the definition of proactive and passive components is determined.

4. Quantitative analysis and assessment of the scale and structure of the TSA system were carried out.

5. A review of the use of proactive TSA mechanisms in liberal-type economies is carried out.

6. The review of the application of proactive mechanisms of TSA in dirigiste-type economies is carried out.

In 2024:

1. The features of a proactive approach to providing TSA to socially vulnerable segments of the population will be determined.

2. Practical conditions for the application of a proactive approach to the provision of TSA will be determined, ensuring the effective provision of public services.

3. A theoretical model of proactive targeted social assistance to socially vulnerable segments of the population will be developed.

4. Recommendations on the implementation of the projective mechanism of the TSA from the position of state management bodies will be developed.

5. Recommendations on the implementation of the projective mechanism of the TSA from the position of its recipients will be developed.

Relevance of the project. Recently, in Kazakhstan society in the scientific and public environment is popular polemics about the place and role of science. Predominantly, this issue affects the problems of the size of investments and their social and economic returns on the scale of not only society as a whole, but also science as such. Depending on the level of involvement in the polemics, issues of not only the quality but also the relevance in the context of society of the research projects being implemented are raised. In the current practice of sacralization of science, many Kazakhstani scientists seek to prove their right to a monopoly of scientific competencies, focusing their practices mainly on achieving scientific authority outside the context of broad social recognition of specific results of their scientific activities.
Science has economic costs and the level of its autonomy is largely determined by the amount of investment required. The other side of the issue is its institutional status, which at the moment is largely ensured by the legitimacy of its results at the level of the world scientific community. The unrepresentativeness of the results of scientific activity from the point of view of the international field of science, and, as a consequence, its questionable institutional status, is a serious enough issue, including investments in the field of science.
The aim of the project is to identify the main problem areas that hinder the transformation of social perceptions of the status of science in the direction of increasing the level of its social importance, based on the study of existing in modern Kazakh society perceptions of the place and role of science in the life of society.
Project Outcomes.

For 2022:
- The main trends, key problems and possible prospects for their solution are identified
- Based on the questionnaire survey, key positions will be identified on the issue of determining the institutional status of science in the modern Kazakhstani society of the subjects of mass media, education and population. An interim report will be prepared, abstracts of reports of 2 international conferences will be published, 1 article in the journal recommended by Committee for Quality Assurance in Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan will be published.
- Questioning and/or focus-group research of mass media and education subjects were conducted. The primary database was formed
- The main trends, key problems and possible prospects for their solution were identified.

For 2023:
- On the basis of generalization and systematization of classical and modern concepts the theoretical and methodological concept of the research is developed and the methodological toolkit of the research is formed.
- Based on the study of international practices, the most popular and effective methods of forming and maintaining the status of science in society are identified.
- On the basis of questionnaire/interviewing the key positions of stakeholders on the issue of determining the institutional status of science in modern Kazakhstani society have been identified.
- On the basis of questionnaire survey the key positions on the issue of determining the institutional status of science in modern Kazakhstan society of mass media, education and population were revealed.
- On the basis of grouped indicators of surveys, the ranking of the results with the allocation of problem areas defining the institutional status of science in Kazakhstan society was carried out.
- A set of primary recommendations for authorized state organizations, scientific organizations, institutions and scientific community aimed at improving the institutional status of science in Kazakhstan society has been developed.
