Anti-corruption is the duty of every citizen
Corruption as a social phenomenon continues to exist at the present time almost in all countries of the world regardless of political developments, including in Kazakhstan. Corruption hinders the process of social and economic development, the construction of a market economy, attracting investment. Negative impact on the political and social institutions of the democratic state, poses a serious threat to the future development of the country. The fight against corruption is defined as one of the main priorities of state policy in Kazakhstan.
For the purpose of formation of students' anticorruption outlook at the university on a regular basis working staff of "net session". The main idea of the activities of staff is to hold meetings with the young people and the clarification of anti-corruption legislation, the concept of corruption, improvement of anti-corruption measures, the establishment of anti-corruption law and discipline among the students, education for countering corruption phenomena.
We want to believe that the knowledge acquired young people, help them in life not to be in touch with any manifestations of corruption.

Terminology
The term corruption derives from the Latin word "corrumpere" within the meaning of "destruction of the state of the body, social relationships", as the term "bribery" - a term denoting usually use official of his powers and entrusted to him the rights for personal gain, by deception, extortion, tape variance with the laws and morals. Most often the term is used in relation to the bureaucratic apparatus and the political elite. The appropriate term is usually wider semantics arising from the initial value of the original Latin word, as well as unethical behavior.
For Kazakhstan, fighting corruption is one of the main directions of the state policy priorities which clearly marked by the Head of State N.A.Nazarbayev. That is why the President in his Strategy "Kazakhstan-2050" - new political course of the State" noted as one of the priorities of the state the fight against corruption.
The President of Kazakhstan, speaking about the fight against corruption, has repeatedly stressed that it is impossible to tackle corruption without public participation.
You, young people, have the knowledge needed to solve general problems, including corruption. You have a vested interest to fight against corruption. In most cases of corruption in a society involves two main actors - the government and the private sector. As a rule, the citizens are the main victims of corruption. The ability of the public including the control of our young people, to detect and deter corrupt practices of public officials is enhanced by the study of local problems. To fight against corruption requires systematic efforts of all sectors of society.
Classification of corruption
Law of the Republic of Kazakhstan "About Fight against Corruption" gives the following definition of corruption - "... not a statutory decision directly or indirectly property benefits and advantages by persons performing public functions and persons equated to them, using their official powers and related opportunities, or any other use of their powers to obtain property benefit, as well as bribery of such persons by providing them with unlawful individuals and legal entities mentioned benefits and advantages".
International legal definition of corruption used in UN documents, as follows: corruption is an abuse of public power for private gain, to third parties and groups.
In more simple terms, corruption is the use of official position for personal gain. One of the manifestations of corruption is bribery.
What is the bribery? It is getting by an official from another person's money or other benefits for which they will be provided any services related to the position he occupies. This money and these benefits do not always receive bribes personally; often they can be given to people close to him, or front organizations. A bribe may be:
Items - money, including currency, checks and securities, goods made of precious metals and stones, cars, apartments, cottages and country houses, food, household appliances and equipment and other goods, land and other property.
Services and benefits - treatment, repair and construction work, sanatoriums and tourist trips, trips abroad, payment of entertainment and other expenses free of charge or at a reduced cost
Why corruption is so dangerous?
Many consider bribery and corruption as a useful, or at least not harmful phenomenon for yourself:
- "What's wrong? Well, I paid more but passed inspection without any problems, even the time saved".
- "I bought a diploma, added a son to a prestigious job".
Ultimately, it is dangerous for everyone, as the rule of law if it is unjust, it can break any man and lead to depression and alienation.
Try to understand. We all pay different taxes. However, paying a certain part of the income to the state, we suggest that it ensures the implementation of social services: free education, health, infrastructure, security.
What happens when public funds distribution occurs corrupt scheme?
Example: Public Authority contracts for construction or repair of the hospital. In the process of contracting a single civil servant takes a bribe for a contract to get a firm, whose representatives joined with him in "a relationship of trust". However, due to the costs of rollback of any one firm will not operate at a loss. The urgency to combat this socially dangerous phenomenon is caused by a number of circumstances

• sophisticated, intelligent ways of committing; This phenomenon adapts to different conditions, continuously modified and perfected;
• huge material and moral damage caused by the offense;
• exclusive latency - no complete data, or at least a representative proof of this phenomenon, even fewer perpetrators brought before a criminal court, and few of them appointed by the real criminal penalties;
• Corruption is not only hidden, but the nature of the conciliation commission, it usually does not involve the complaints, as the guilty parties get mutual benefits from illegal transactions;
• corrupt practices usually occur in complex specific and sensitive types of state activity, where it is difficult to understand layman;
• corruption seriously discredit the state apparatus, undermines its credibility;
• This phenomenon is spreading rapidly in state structures;
• substantially all of the legally protected social relationships may be subject to criminal activities of corrupt officials.
Is it possible to fight corruption?
In today's world, work to strengthen the fight against corruption is a continuous process and is constantly being improved. In the world there is a unique set of mechanisms to combat corruption, which is optimal for all countries. Specificity of a set of methods to combat corruption adopted by each country is unique and depends not only on political and economic stability, but also on the traditions and customs, religious backgrounds and the level of legal culture, as well as on the area of occupied territory, the density of population.
In the context of the modernization of the economy and large-scale social reforms in Kazakhstan it was more evident the need for a coherent anti-corruption strategy, closely aligned with the current socio-economic policy of the state.
In this regard, December 26, 2014 approved a new anti-corruption strategy of the Republic of Kazakhstan for 2015-2025.
The aim of the Strategy is to increase the effectiveness of anti-corruption policy of the state, the involvement of anti-corruption movement in the whole of society through the creation of "zero" tolerance for any manifestation of corruption and decline in Kazakhstan corruption.
The key areas of anti-corruption, certain strategies are:
• fight against corruption in the public service;
• Introduction of the institute of public control;
• fight against corruption in the quasi-public and private sector;
• prevention of corruption in the law enforcement and judicial bodies;
• formation of the level of anti-corruption culture;
• the development of international cooperation in combating corruption.
State bodies authorized to carry out anti-corruption activities
The Agency for Civil Service Affairs and Anti-Corruption, as a body directly subordinate to the President of the country, combines the efforts of the state and society in the effective implementation of the civil service, personnel policy and to reduce corruption.
Therefore, the main focus of the new anti-corruption body was to raise the quality of public services, because today almost any citizen interaction with public authorities due to the receipt of services, partly not deprived of corruption component.
The fight against corruption is based on:
• equality of all before the law;
• provide a clear legal regulation of activity of state bodies, legality and transparency of such activities, the state and public control over it;
• Priority protection of the rights and legitimate interests of individuals and legal entities, as well as socio-economic, political, legal, organizational and management systems of the state;
• restoration of violated rights and lawful interests of individuals and legal entities, the elimination and prevention of the harmful effects of corruption offenses;
• Personal safety and the promotion of citizens assisting in the fight against corruption offenses;
• protection of the state rights and legitimate interests of persons authorized to perform state functions, and persons equated to them, the establishment of these individuals wage (cash allowance) and incentives to ensure these persons and their families a decent standard of living;
• inadmissibility of delegation of authority to the state regulation of entrepreneurial activity to physical and legal persons engaged in such activities as well as the control and supervision of her;
